Việt Nam và Hàn Quốc hợp tác chặt chẽ trong lĩnh vực xây dựng
Vừa qua, Bộ Xây dựng Việt Nam phối hợp cùng Bộ Đất đai, Hạ tầng và Giao thông Hàn Quốc tổ chức Lễ triển khai dự án “Trung tâm hợp tác Việt-Hàn về đô thị thông minh và công nghệ xây dựng” (VKC). Đây là hoạt động cụ thể nhằm triển khai nội dung Bản Ghi nhớ hợp tác giữa Bộ Xây dựng Việt Nam và Bộ Đất đai, Hạ tầng và Giao thông Hàn Quốc về phát triển đô thị và công nghệ xây dựng đã ký tháng 3/2018 và Thỏa thuận hợp tác giữa Bộ Xây dựng Việt Nam với Bộ Đất đai, Hạ tầng và Giao thông Hàn Quốc về phát triển đô thị - công nghệ xây dựng đã ký tháng 9/2021. Sự kiện này có ý nghĩa thiết thực nhân dịp kỷ niệm 30 năm thiết lập quan hệ ngoại giao Việt Nam và Hàn Quốc. Trước những kết quả hợp tác song phương tốt đẹp trong lĩnh vực xây dựng những năm qua, đặc biệt sự hợp tác tích cực, hiệu quả của Đại sứ quán Hàn Quốc tại Việt Nam trong việc kết nối, thúc đẩy hợp tác giữa Bộ Xây dựng Việt Nam với các đối tác Hàn Quốc. Bộ Xây dựng Việt Nam và Bộ Đất đai, Hạ tầng và Giao thông Hàn Quốc (MOLIT) đã hợp tác chặt chẽ và đạt được nhiều kết quả tích cực trong trao đổi kinh nghiệm xây dựng chính sách pháp luật về quản lý phát triển nhà ở, nhà ở xã hội, quy hoạch đô thị, phát triển đô thị thông minh, hỗ trợ chia sẻ kinh nghiệm với Bộ Xây dựng trong quá trình xây dựng Luật Nhà ở (sửa đổi), Luật Kinh doanh bất động sản (sửa đổi); tài trợ cho Bộ Xây dựng các dự án ODA hỗ trợ kỹ thuật trong lĩnh vực quy hoạch đô thị, phát triển nhà ở và phát triển đô thị.
Dự án VKC do Bộ MOLIT, Hàn Quốc tài trợ cho Bộ Xây dựng sẽ góp phần quan trọng trong việc hỗ trợ hoàn thiện thể chế, pháp luật về phát triển đô thị thông minh, ứng dụng công nghệ xây dựng trong phát triển ngành Xây dựng, hỗ trợ nâng cao năng lực của các cơ quan hoạch định chính sách, các cấp quản lý tại địa phương thông qua việc xây dựng hướng dẫn về đô thị thông minh tại Việt Nam và các hoạt động tăng cường năng lực đào tạo, trao đổi công nghệ về đô thị thông minh.

Tổ chức thực hiện Dự án hiệu quả, đảm bảo đạt được mục tiêu, kết quả dự kiến đề ra
Trong thời gian qua, với sự nỗ lực, cố gắng của toàn thể cán bộ, công chức, viên chức, người lao động, ngành Xây dựng đã đạt được những bước tiến đáng ghi nhận, đóng góp hữu hiệu vào công cuộc công nghiệp hóa, hiện đại hóa đất nước. Trong bước tiến này, có sự đóng góp tích cực, nỗ lực, của cán bộ, viên chức, giảng viên Học viện Cán bộ quản lý xây dựng và đô thị (AMC). Đối với Dự án VKC, Học viện AMC được Bộ Xây dựng giao làm Chủ dự án, AMC có trách nhiệm phối hợp với các đơn vị thuộc Bộ Xây dựng và các đơn vị đối tác của phía Hàn Quốc để tổ chức thực hiện Dự án hiệu quả, đảm bảo đạt được mục tiêu, kết quả dự kiến đề ra. Với kinh nghiệm quản lý, phát triển đô thị, đặt biệt là kinh nghiệm phát triển đô thị thông minh của phía Hàn Quốc và với tinh thần hợp tác chặt chẽ giữa các bên, dự án VKC sẽ được triển khai thực hiện hiệu quả, góp phần tích cực vào việc thực hiện các chiến lược quốc gia phát triển đô thị bền vững, quản lý phát triển đô thị thông minh tại Việt Nam.
DECENT BILATERAL COOPERATION BETWEEN VIETNAM AND KOREA IN CONSTRUCTION FIELD

Vietnam and Korea cooperate closely in the field of construction
Recently, the Ministry of Construction of Vietnam has cooperated with the Ministry of Land, Infrastructure and Transport of The Republic of Korea to organize the Launching Ceremony of Project “Vietnam – Korea Cooperation center for smart city and construction technology (VKC)”. This event is a specific activity to implement the content of the Memorandum of Understanding between Vietnam Ministry of Construction and the Ministry of Land, Infrastructure and Transport of The Republic of Korea on urban development and construction technology signed in March 2018 and the Cooperation Agreement between the Ministry of Construction of Vietnam and the Ministry of Land, Infrastructure and Transport of Korea on urban development and construction technology signed in September 2021. This event has practical meaning on the occasion of the 30th anniversary of the establishment of diplomatic relations between Vietnam and Korea. With the positive outcomes of bilateral cooperation in the field of construction over the years, especially the active and effective support provided by the Korean Embassy in Vietnam in fostering connections and promoting collaboration between Vietnamese Ministry of Construction and Korean partners, the Vietnam Ministry of Construction and the Korea Ministry of Land, Infrastructure and Transport have closely cooperated and achieved many positive results in exchanging experience, developing policies and laws on housing development management, housing cooperative, urban planning, smart city development; providing support for sharing experiences with the Ministry of Construction in the process of developing the Law on Housing ( amended ) and the Law on Real Estate Trading (amended); funding for the Ministry of Construction ODA technical assistance projects in the areas of urban planning, housing development and urban development.
The VKC project funded by the MOLIT for Vietnam Ministry of Construction will make an important contribution to supporting the completion of institution and regulations on the development of smart cities, the application of construction tecnology in the development of the construction industry, supporting to enhance capacity of policy-making agencies and local management levels through the development of guidelines on smart cities in Vietnam and activities to strengthen training capcity, technology exchange on smart cities.
The VKC project will be implemented practically, effectively, actively contributing to the implementation of national strategies for sustainable urban development and smart city development management in Vietnam
Organizing to implement the Project effectively, ensuring to achieve the set goals and results
In the past time, with the efforts of all officials, goverment officials, employees, the Construction industry has made remarkable progress, making effective contributions to the industrialization and modernization of the country. In this step, there are active contributions from officals, employees and lecturers of the Academy of Managers for Construction and Cities. The Ministry of Construction designated AMC as the project owner for the VKC project. AMC Academy is responsible for coordinating with units under the Ministry of Construction and Korean partners to effectively implement the project, assuring the accomplishment of the desired outcomes. With the experience of urban development and management, especially the experience of the Korean side in smart city development, and with the spirit of close cooperation between the parties, the VKC project will be implemented practically, effectively, actively contributing to the implementation of national strategies for sustainable urban development and smart city development management in Vietnam.
